Strategy by definition, describes how you get to your goal.  European Commission has had a coordinated plan for artificial intelligence for several years. Main purpose for this coordinated plan has been to develop a common AI policy framework. As a key item, EU encourages all member states to develop their own national AI Strategy to outline investment levels and measures to implementation.

A crucial part of the AI implementation is education, at the national level. AI Education is a must to transform the knowledge on artificial intelligence from labs to the market and the general public. AI touches all the sectors at once. Finland has been well known for its in national education results for a long time, and AI is not going to be anything different. We have already educated over 2 % of the Finnish population with the basics of AI.
